State Govt, JAC on Lilong Chingjao incident reach agreement following assurance made by Manipur CM

The State government and the Joint Action Committee (JAC) against the mass killing and brutal act of Lilong Chingjao have reached agreement on Wednesday follwing various assurances made by the Chief Minister of Manipur, N. Biren Singh.

As per minutes of the meeting accessed by The Hills Journal, N. Biren Singh made an assurance to the JAC that ex-gratia compensation of Rs. 10 lakh would be paid to one next-of-kin of each of the five deceased persons in the violent incident, compensation of Rs. 2 Lakh each would be paid to the three persons who had suffered serious/major/critical injuries and a compensations of Rs. 1 Lakh to each of the 11 victims who had suffered minor injuries in the incident.

The agreement also stated that next-of-kin of the deceased persons would be provided suitable government jobs in Home Guard, VDF or Grade IV posts. A Special Investigation Team (SIT) would be formed to investigate the incident to be led by an officer in the rank of IG and that three police officers of Lilong PS (Officer-in-Charge and two SIs) would be transferred for an alleged negligence of duty. A police officer in the rank of SDPO/DSP would be stationed/attached with Lilong PS in view of the sensitivity of the area.

The Joint Action Committee, therefore, agreed to drop all forms of agitation in connection with the incident.

The meeting was also attended by Minister Youth Affairs and Sports, Govindas Konthoujam; Member of Parliament (Rajya Sabha), Leishemba Sanajaoba; Lilong MLA and Chairperson Waqf Board, Md. Abdul Nasir; Deputy Commissioner of Thoubal, Superintendent of Police, Thoubal, amongst others.

Expressing his deep condolence to the families of the deceased persons who were killed in the incident, Biren said that he stood with the people of Manipur and the people of Lilong in particular, in condemning the violence in the strongest terms. He also promised that those who were responsible for the deaths and injuries would be brought to justice at the earliest possible time.

The five persons who were killed during the said incident included Md. Sirajuddin Makak (55 yrs) S/o (L) Reihajuddin of Lilong Chingjao; Md. Azad Khan @Apikpa (35 yrs) S/o Md. Noorjaman Makakmayum of Lilong Chingjao; Md. Dawood Khan Phundreimayum (33 yrs) S/o (L) Zalaluddin of Lilong Chingjao; Md. Hussain Makakmayum (25 yrs) S/o (L) Md. Habibur Rahman of Lilong Chingjao and Moulana Abdur Rajaque Meraimayum (38 yrs) S/o (L) Md. Zalaluddin of Lilong Dolaithabi.

Those serious/critically injured persons are: Md. Islaouddin Yumkhalbam (35 yrs) S/o (L) Md. Tayeb Ali of Lilong Chingjao, Md. Najir Makakmayum (23 yrs) S/o Md. Asraf Ali of Lilong Dam Mamang, Md. Alaoddin Makakmayum (45 yrs) S/o (L) Md. Manergun of Lilong Chingjao. There were also another 11 persons who suffered minor injuries.
